IEEE Photonics Journal Special Issue

The 1st Carpathian Biophotonics Meeting (CBM2025) is pleased to invite all presenting authors to submit full-length papers for a forthcoming Special Issue in IEEE Photonics Journal, Open Access, with submission deadline on 11 November 2025, and tentative publication date in February 2026 (articles will be published in Early View format shortly after acceptance).

This special issue will be dedicated to research presented at the conference and will be organized with the valuable support Prof. Jian Wang (Wuhan National Laboratory for Optoelectronics, Huazhong University of Science and Technology), Editor-in-Chief of IEEE Photonics Journal, and member of the Scientific Committee of CBM2025. It will be coordinated by Dr. Stefan G. Stanciu (National University for Science and Technology POLITEHNICA Bucharest), General Chair of CBM2025 and Senior Editor for Technical Area 9: Propagation, Imaging, and Spectroscopy of IEEE Photonics Journal, in close dialogue with all CBM2025 participants, and in collaboration with five Guest Editors taking part of the Scientific Committee of the Carpathian Biophotonics Meeting: Prof. Gabriella Cincotti (Roma Tre University, Italy), Prof. Marie Louise Groot (VU University Amsterdam, The Netherlands, Prof. Loredana Latterini (University of Perugia, Italy), Prof. Adrian Podoleanu (University of Kent, UK), Dr. Felix Sima (National Institute for Laser, Plasma and Radiation Physics, Romania).

This initiative aims to showcase cutting-edge advancements in biophotonics and in other research areas intimately connected with this field, and to provide a high-impact platform for disseminating the latest scientific contributions in the field.

Open Access Rights Management

All open access articles will be published under the Creative Commons Attribution License (CC BY).

CC BY allows authors to retain the copyright of their article and permit a very broad range of reuse. Under CC BY, reuse for commercial purposes or to create derivative works is permitted, and authors are responsible for protecting their content from possible abuses such as infringement and plagiarism.

Publishing open access requires payment of an open access article processing charge (APC).

Article Processing Charge (APC): US$2075

IEEE Photonics Journal is a fully Open Access Journal, compliant with funder mandates, including Plan S.

For papers submitted in 2025, the APC is US$2075 plus applicable local taxes. 

The following discounts apply:

  • IEEE Members receive a 5% discount.
  • IEEE Society Members receive a 20% discount.

Discounts do not apply to undergraduate and graduate students. These discounts cannot be combined.

Photonics Journal has a waiver policy for authors from low-income countries. Corresponding authors from low-income countries (as classified by the World Bank) are eligible for a 100% waiver on APCs. Corresponding authors from lower-middle-income countries are also eligible for a discount on APCs ranging from 25% to 50% based on the GDP of the country of the corresponding author.
